We help federal and state agencies, community colleges, workforce boards, CTE programs, employers, and philanthropic organizations design, implement, and scale apprenticeship strategies. We translate policy into program adoption, apprentice success, and positive performance outcomes. 

We are a national leader in apprenticeship, as a national program sponsor, national Industry Intermediary for cyber, tech and AI apprenticeship, and leader of multiple national apprenticeship technical assistance centers for the U.S. Department of Labor. Our experts have helped hundreds of community colleges, associations and American companies adopt apprenticeship including Fortune 500 leaders Walmart, IBM, and Cisco, supporting more than 70,000 new apprentices.

Career Pathways Design and Modernization

Safal Partners helps secondary and postsecondary education partners design and implement comprehensive career pathways that put students on clear, supported routes leading to academic success and economic mobility.

WIOA and Perkins V Strategic Planning, Compliance and Performance

Safal helps clients design, implement, and strengthen the planning, compliance, and performance management systems that drive effective delivery of WIOA and Perkins V funded programs. Our work spans the full policy-to-practice continuum — from developing state-level strategic plans to building monitoring frameworks and providing customized training for front-line staff produce meaningful results for learners and workers. 

We have led national federal technical assistance centers on WIOA and cross-program alignment for the U.S. Department of Labor, helping federal grantees in 47 states and four territories use data to improve plans, resolve monitoring findings, expand partnerships, ensure compliance, and meet performance outcomes. 

Work-Based Learning Infrastructure and Employer Engagement

Safal designs and strengthens the systems, infrastructure, and partnerships that connect employers, training providers, and learners through high-quality work-based learning experiences. Demonstrated Success

We have executed innovative, efficient solutions for state, local, and federal clients including:  

Harris County, TX ARPA funds management
Safal’s program management, data collection, reporting, and capacity building enabled Harris County, TX to effectively and transparently deploy $915M in American Rescue Plan Act (ARPA) funding across 5 county priorities: health, housing, workforce and education, county operations, and justice and safety. Projects within these priority areas included initiatives to support apprenticeship programming, early childhood education, public health, housing stability, and the reduction of violent crime.

Result – County met 100% of U.S. Treasury reporting requirements.
Result – Ensured that 90 county projects were successfully funded with 151 subawards.

National Veterans' Technical Assistance Center (NVTAC)
Safal leads the U.S. Department of Labor (DOL) NVTAC, helping Homeless Veterans’ Reintegration Program (HVRP) grantees to help reduce veteran homelessness by providing employment opportunities.  

Result – Equipped grantees to help more than 20,000 veterans enter and maintain employment.
Result – Designed, executed first national grant performance trend analysis to inform program improvements, scale knowledge across grantees.

Expansion of registered apprenticeship programs in cybersecurity
As the sole DOL national Industry Intermediary for Cybersecurity Apprenticeship Expansion, Safal has launched, expanded, and sustained more than 100 programs in cybersecurity and tech occupations nationwide to address the critical shortage of skilled professionals.  

Result – Included in the White House National Cybersecurity Workforce and Education Strategy.
Result – Helped nearly 3,000 Americans get into paid cybersecurity apprenticeship roles for public and private sector clients in less than four years.
