As President and Founder of Safal Partners Inc., Mukta Pandit leads Safal’s work to help federal and state public sector clients drive good outcomes for American students, workers, and communities. Drawing on her experience at McKinsey & Co., Mukta founded Safal in 2010 to meet the need she observed for private sector-quality management consulting services in the public sector. Since then, Safal, which translates to “good outcomes,” has grown to $25 million in annual revenue and a team of 80 employees, creating efficient, innovative solutions that support vibrant American schools, thriving state economies and local communities, and a globally competitive, future-ready workforce. Safal’s clients include the U.S. Department of Labor, U.S. Department of Defense Education Activity, Texas Education Agency, Texas Workforce Commission, Exxon Mobil Foundation, George W. Bush Institute, U.S. Department of Education, Bill & Melinda Gates Foundation, and local school districts, charter schools, and counties. Sample projects she has led include strategic planning for state education agencies, leading a national resource center to improve charter school student outcomes, increasing federal grant programs' effectiveness, and workforce development through expanding apprenticeships, supporting veterans, and attracting cybersecurity talent.
Before founding Safal, Mukta was Director of Programs at the Michael & Susan Dell Foundation, where she directed $160M in education grants to enhance teacher effectiveness, scale charter school quality, and implement data systems. Her work included reporting outcomes for a $50M charter portfolio, establishing the philanthropy’s international giving programs impacting 25M+ children, and launching offices in India and South Africa. As an Engagement Manager at McKinsey & Co. she led several strategic planning projects across the private and philanthropic sectors.
Mukta holds an MBA from the Wharton School of Business, where she graduated in the top 5% of her class as a Palmer Scholar. She and her husband divide their time between Washington, D.C. and Houston, Texas and are parents to twin college-age daughters.
Greg Baroni serves as Chair of the Safal Board of Directors. In 2009, he co-founded Attain, LLC. Following the sale of Attain’s Federal business division in 2021, he launched Attain Capital Partners, a private equity firm which invests in expansion and growth-stage companies with innovative, technology-enabled solutions. He is also the founder and CEO of Attain Partners, a consultancy serving the education, nonprofit, healthcare, and state and local government markets. Additionally, Baroni serves as CEO and General Principal of Attain Sports and Entertainment, which owns the Bowie Baysox, the Double-A affiliate of the Baltimore Orioles, and the Frederick Keys, a collegiate summer baseball team that competes in the MLB Draft League.
Prior to founding Attain, Greg held various leadership roles at Unisys Corporation, including corporate senior vice president of the company and president of its Federal Systems and Global Public Sector Unit. Before Unisys, Greg spent nearly 20 years at KPMG Consulting, departing the company as its senior vice president of Public Services, serving nonprofit, education, healthcare, and government clients. In this capacity, Greg advised numerous organizations on critical business areas such as strategy, cost optimization, and distributed learning. He also led development, implementation, and integration projects involving enterprise-wide packaged solutions and development of software solutions. In 1997, he helped to launch a distributed learning group known as Blackboard—now part of Anthology—that became a first-mover and an industry leader.
An active leader in the professional association community, Greg also continues to actively serve the missions of local and national charitable and industry organizations. He earned a bachelor’s degree in Economics at the University of Southern California.
Ted Davies serves as a Board Advisor to Safal Partners, bringing decades of experience in driving strategic initiatives and delivering solutions at the federal and state government levels. In this role, he provides guidance on advancing Safal’s mission of transforming education and workforce systems through innovative, outcome-driven strategies. Ted’s expertise in organizational development and technology integration aligns seamlessly with Safal’s focus on creating measurable results for government, education, and nonprofit clients.
Throughout his career, Ted has held key leadership positions that emphasize public sector transformation. As CEO of Altamira Technologies Corporation, he led the company through significant growth, delivering advanced analytics and engineering solutions for national security. Previously, he served as President of Unisys Federal Systems and as a Partner at Booz Allen Hamilton, where he managed cross-government initiatives supporting economic and business analysis. Ted’s contributions to the field and his strategic vision make him a vital asset to Safal Partners’ efforts to address complex challenges and drive meaningful outcomes.
Laura C. Nack is a dynamic leader in government contracting, specializing in education and workforce development. With 25 years of experience in complex project management, business development, and technical assistance (TA) delivery, she has spearheaded initiatives across career and technical education, adult education, early learning, workforce development, and more. Her expertise in guiding federal, state, and local stakeholders through education legislation requirements has fostered long-standing relationships within key federal offices.
As an Executive Leader at Safal Partners, Laura drives business growth and oversees the Education Practice, building on her successful track record leading over 45 national initiatives for the U.S. Departments of Education and Labor. Her leadership has directly supported high-impact federal investments like the Student Achievement in Reading initiative and the LINCS Resource Collection, positioning her as a leading expert in national education and workforce development efforts.
Previously, Laura held senior leadership roles at NORC, MSG, and Kratos Learning. As a Senior Fellow at NORC, she led a national education TA portfolio, establishing contracts with federal and state agencies. At MSG, she directed 25 projects, securing multi-million-dollar contracts and managing budgets up to $30 million while leading a high-performing team. Her deep knowledge of education policy and technical assistance and her proven ability to drive results have solidified her reputation as a strategic force in education reform and technical assistance. Laura and her husband divide their time between Charlotte, NC and Beaver Creek, CO. They are raising four daughters and are members of many community organizations in both NC and CO.
As Chief Delivery Officer at Safal Partners, Katie Adams leads firmwide execution and client success across workforce and higher education initiatives nationwide. A nationally recognized leader in Registered Apprenticeship and workforce development, she has built, managed, and delivered more than $110 million in federal contracts and grants over the past 16 years in partnership with community colleges and universities, state and local workforce systems, Career and Technical Education (CTE) programs, industry associations, and employers in numerous sectors nationwide.
She is known for turning complex, multi-stakeholder programs into measurable outcomes—standing up high-performing teams, designing scalable technical assistance and training, and driving data-informed performance improvement. Katie has led National Cybersecurity Workforce and Education Strategy initiatives with the White House Office of the National Cyber Director and contributes her expertise as Apprenticeship Community of Interest Co-Chair for the U.S. Department of Commerce’s NIST National Initiative for Cybersecurity Education (NICE).
At Safal, Katie leads portfolio delivery, quality, and growth, ensuring engagements achieve on-time, on-budget results and lasting impact for public sector clients. A frequent collaborator with national and state leaders, she brings deep expertise in program strategy, grant and contract operations, and enterprise change management, helping partners modernize services and expand opportunities for learners and workers nationwide.
Katie is a graduate of the College of William & Mary and lives outside Washington, D.C. with her husband, near their three grown children.
Michael Torbert is a transformative leader in government contracting, specializing in IT modernization and strategic growth for public-sector organizations. With over 35 years of experience, he has built a reputation for driving large-scale technology transformations, leading high-performing teams, and forging lasting partnerships across the federal marketplace. His consultative approach and entrepreneurial mindset have enabled him to launch new business practices, secure multimillion-dollar contracts, and deliver impactful, mission-aligned outcomes for clients.
As an Executive Leader at Safal Partners, Michael drives business growth and IT transformation across education and government programs. Building on decades of experience in cloud modernization and enterprise service delivery, he helps public agencies advance secure, scalable, and user-centered digital solutions. His leadership reflects a commitment to operational excellence and strategic innovation, translating technical modernization into measurable value for clients.
Michael’s career includes leading one of the federal government’s largest civilian cloud service deployments—modernizing operations for over 125,000 USDA users—and building Attain LLC’s federal civilian practice from inception to more than $35 million in annual revenue. He also developed and maintained major federal IT systems, including the U.S. Department of Education’s Federal Student Aid financial systems and the U.S. Department of Agriculture’s Farm Service Agency MIDAS platform, which tracks crop and program data for farms nationwide. At FSA, his team implemented a robust CI/CD pipeline that improved deployment efficiency, scalability, and reliability across enterprise systems. Additionally, he led the IT outsourcing contract for the National Archives and Records Administration, overseeing the agency's enterprise technology operations.
Previously, Michael held senior leadership roles at Attain, Maximus, Unisys, and Lockheed Martin. At Attain, he launched and grew a high-impact federal civilian practice; at Unisys, he revitalized a declining division, tripling its annual revenue in just three years. His experience spans managing portfolios exceeding $40 million annually and leading organizations of more than 200 professionals.
Michael and his wife, Michele, make their home in Reedville, VA, where they enjoy time with their four grandchildren and the Chesapeake Bay community they call home.
