Client Goals

The VETS Office of National Programs (ONP) covers a breadth of services and compliance activities to ensure veterans can access and return to civilian employments. In pursuit of its mission, VETS seeks to develop and monitor its programs’ performance outputs and policy support services, to include updating current policies; initiating new policies to support national, state, and local veterans’ offices; and examining federal policies affecting execution of its programs.

The VETS Office of Management and Budget (OAMB) manages agency-wide operations. On an internal level, VETS strives to promote consistency across the agency with regard to standards, expectations, processes, procedures, and messaging.

Safal Approach

Safal works with ONP’s responsibilities for compliance activities related to the Uniformed Services Employment and Reemployment Act (USERRA) and Veterans’ Preference; and activities, processes, and oversight of VETS grant programs, including the Jobs for Veterans State Grants (JVSG) program and the Homeless Veterans’ Reintegration Program (HVRP). Safal is engaged to develop, implement, maintain, and train on requested policy and procedure materials, including the creation of standard operating procedures at VETS’ direction, in addition to the USERRA Revised Investigations Manual. Safal also prepares qualitative and quantitative quarterly, semi-annual, and annual reporting for JVSG and HVRP, which includes updating and maintaining critical data sources for these programs.
Safal is engaged to provide performance reporting and operational support across OAMB activities. Safal prepares qualitative and quantitative performance reporting on VETS activities on a monthly, quarterly, and annual basis, and provides technical assistance to VETS programs and grantees. Safal initially created and now maintains and trains on a style guide that serves as the foundation for creating documents within VETS. Safal is also charged with updating the VETS Manual Series, which houses the agency’s operational policies and procedures.
