Client Goals

In September 2020, the U.S. Department of Labor (DOL) invested in 12 national industry intermediaries to launch, promote, and expand Registered Apprenticeship (RA) across the country. This project provides technical assistance support and the coordination of communications to the intermediaries under contract with the DOL Office of Apprenticeship (OA). This work includes developing strategies that inform OA efforts around outreach that expands opportunity for marginalized communities, coordinating subject matter experts, increasing the capacity of stakeholders to implement Equal Employment Opportunity (EEO) regulations, research to support the intermediaries, collecting and disseminating performance data, and meeting and event coordination.

Safal Approach

Safal is engaged as the technical assistance (TA) provider for industry intermediary contracts as they increase the role of registered apprenticeships in workforce development. Safal takes an equity-focused lens in offering TA support, to support OAs goals of increasing the number of individuals from minority populations engaging in registered apprenticeship opportunities. Major activities include: (1) Development of a monthly newsletter for intermediaries which highlight major accomplishments, success stories, activities the intermediaries are engaged in, and events and information they should be aware of; (2) Monthly reporting through the aggregation of intermediary reporting data to include both quantitative and qualitative data and the development of a Factsheet outlining intermediaries monthly performance metrics; (3) Coordinating and hosting monthly meetings for the intermediaries to engage in conversation with one another to discuss best practices and strategies of stakeholder engagement; (4) Development of research-based materials for intermediary and external stakeholder consumption regarding Registered Apprenticeship; (5) Development and presentation of webinar training, training manuals, and supporting documentation to support EEO efforts across the OA.
