Client Goals

The goal of the contract is to operate the NVTAC technical assistance to increase grantees’ ability to establish and operate successful Homeless Veterans’ Reintegration Program (HVRP) grants. The Homeless Veterans’ Reintegration Program (HVRP) is an employment focused competitive grant program funded by DOL-VETS. The HVRP was originally authorized in 1987 under the McKinney-Vento Homeless Assistance Act, as the first major federal legislative response to homelessness. The McKinney-Vento Act authorized 15 programs, including “Homeless Veterans” Reintegration Projects”. The HVRP is comprised of Incarcerated Veterans’ Transition Program (IVTP), and Homeless Female Veterans and Veterans with Families (HFVVWF) and is currently authorized under Title 38. U.S.C Section 2021, 2021A, 2023. The HVRP grantees provide an array of services utilizing a case management approach that directly assists homeless veterans as well as provide critical linkages for a variety of supportive services available in their local communities. HVRP assists in reintegrating eligible homeless veterans into meaningful employment within the labor force and to stimulate the development of effective service delivery systems that will address the complex problems facing homeless veterans.

Safal Approach

Safal got awarded the National Veterans’ Technical Assistance Center (NVTAC) to provide technical assistance, support, and training to the Homeless Veterans’ Reintegration Program (HVRP) grantee staff and provide VETS staff with subject matter expertise and technical assistance in developing effective approaches to serving homeless veterans; establishing linkages with other entities with similar interests and concerns; and identifying underserved areas and subpopulations of homeless veterans. Safal is contracted to operate the NVTAC and develop innovative practices and strategies to facilitate an outcome where VETS and HVRPs nationwide gain an increased understanding of evidence-based practices in order to further strengthen the effectiveness of technical assistance and ensure promising practices are shared across homeless veterans-serving programs. Safal will also implement and manage a Continuous Improvement Program.
