Safal Partners has a variety of experiences within adult education and workforce development that make Safal a leader within the Adult Education space. Most notable is Safal’s work with the Office of Career, Technical, and Adult Education (OCTAE) to:

  • Design and implement an overarching strategic plan to conduct research and evaluation
  • Conduct a policy analysis of WIOA legislation across all four titles
  • Provide an extensive literature review of adult education and workforce development research materials
  • Facilitate collaborative working sessions with federal agency partners and SMEs

From their roles on previous projects, Safal team members bring expertise in:

Technical Assistance: Michelle Carson led an 18-month career pathways systems building technical assistance effort in collaboration with the Arkansas Department of Education.

Research and Evaluation: Dr. Margaret Patterson conducted a 2-year study of the predictive effects of cohorts of half million GED© test passers annually enrolling in postsecondary education across six years for Crossing the Bridge, American Council on Education.

Policy Analysis and Strategic Planning: Michelle Carson managed a study of the ADN to BSN Nursing Pipeline for the Maryland Association of Community Colleges. The study included the development of two surveys, analysis of survey data, and a final report with findings and recommendations for policy and strategic planning.
